Governor of Yobe State, Mai Mala Buni on Monday inaugurated the Education Council at the Government House in Damaturu, as part of efforts to revitalise Basic and Secondary Education in the state.
Governor Buni while speaking at the inauguration, said they are performing the ceremony in support of their commitment towards the revitalisation of Basic and Secondary education as contained in the education policy of his administration.
He said, “As you may recall, at the inception of our administration on 29th May 2019, I declared a State of Emergency on Basic and Secondary Education in the State with a view to addressing existing and emerging challenges in the education sub-sector. This was followed by the first-ever Education Summit in the state on 1st July 2019.
“In line with the recommendations of the summit, the Technical Committee on Revitalisation of Basic and Secondary Education in Yobe State was constituted. The Technical Committee recommended the establishment of Policy and Strategy/Steering Committee, Teacher Audit and Verification Committee for a physical headcount of teachers to ascertain the numerical strength of teachers in the state, to assess and establish the eligibility or otherwise of the teachers among others.
“Consequently, on the 30th of February, 2021, I approved the establishment of the Yobe State Education Council as an Executive organ with the objective to strengthen the expeditious and articulate implementation of the report on the Revitalisation of Basic and Secondary Education in Yobe state.
“The overall objectives of the framework are to formulate strategies and series of actions to revitalise Basic and Secondary Education through the review of relevant legislation, policies and strategies; promoting the rights and access to free, compulsory, qualitative and functional basic and Secondary Education; giving the deserved attention for the girl-child and other vulnerable groups; upgrading the teaching and learning environment; entrenching leadership management and accountability; review and strengthening the legal and regulatory framework, and ensuring adequate funding.
“Education remains the most effective tool for uplifting dignity, accelerating the technological and socio-economic development of any society.
“It is in this regard, l wish to stress that this administration is committed to bequeathing a functional education system that will contribute to emancipate this generation and indeed future generations of Yobe state from the clutches of hunger, disease, unemployment and poverty.
“Clearly, this is the idea that informed the constitution of the Yobe State Education Council under my chairmanship with the following top government functionaries as members, His Excellency, Hon. Idi Barde Gubana, the Deputy Governor – Member, Dr. Muhammad Sani Idris, Hon. Commissioner Ministry of Basic & Secondary Education -Member, Prof. Muhammad Munkaila, Hon. Commissioner for Higher Education, Science and Technology -Member, Alhaji Musa Mustapha, Hon. Commissioner for Finance -Member.
Others are Barr. Saleh Samanja, Hon. Commissioner for Justice -Member, Dr. Abubakar Garba Iliya, Hon. Commissioner for Humanitarian Affairs & Disaster Management -Member, Alh. Mohammed Garba Gagiyo, Hon. Commissioner for Budget & Planning -Member, Alh. Baba Malam Wali mni, Secretary to the State Government – Member, Alh. Muhammad B. Nura, Head of the Civil Service -Member, Dr. Kole Shettima Honourary Special Adviser on Education – Member, Barr. Baba Dala, Special Adviser on Legal matters – Member and Alhaji Aji Yerima Bularafa, Special Adviser on Political & Legislative Matters – Member respectively.”
Buni disclosed that the Council has the following terms of reference, to keep the state of basic and secondary education under review and to direct desirable actions by relevant institutional units, such as Ministries, Departments and Agencies (MDAs) to achieve the set objectives under the emergency on Basic and Secondary Education, to provide the unregulated political will to implement the framework for the revitalisation of Basic and Secondary Education, to facilitate institutional cooperation through coordination of issues relating to Basic and Secondary Education amongst Ministries Departments and Agencies (MDAs).
“To support inter-agency cooperation on education related issues through development of common positions on matters of common concern as well as cooperation in the implementation of education conventions at National and International levels; To encourage mechanisms that will promote best practices in Basic and Secondary education policy reforms and education management and also assist in delivery of national, multilateral, bilateral and official development assistance (ODA) programmes. To improve forum for dialogue with Multilateral Institutions, Bilateral Institution, the private sector, the Federal Government, Developmental Agencies and other partners on basic and secondary programme; To develop political strategies for arresting the State of crisis in Basic and Secondary education in Yobe State and to keep under constant review the financing of the Basic and Secondary Education sector in Yobe State,” he added.
Buni who told the council the task before the council is enormous said, “But I have full confidence in the ability of its members in delivering the expected results. I wish to stress that by performing this task with great zeal and dedication, all members are believed to be contributing their significant quota to the revitalisation of education at all levels and to the overall success of our administration. I therefore, enjoin you to be united and deliver your best for the entrenchment of quality service to the people of the State.
“With these few remarks, it is now my singular honor and privilege to inaugurate the Yobe State Education Council. I wish us success in the discharge of our collective responsibilities for betterment of the present and future generations of Yobe State,” he said.
